Upwork freelancers are self-employed. Clients on Upwork don't send you 1099s — Upwork handles reporting — and nothing is withheld from your earnings.

- Freelancers in several states (Massachusetts, Vermont, Virginia, Maryland and Illinois among them) can receive a 1099-K at much lower amounts than the federal threshold.
The form is paperwork, not the trigger: the IRS is explicit that you must report all income whether or not you receive a 1099.

Do I have to pay quarterly taxes on Upwork income?
